Description of Action
Member States have bilateral and had hoc solutions for giving rights to use services (data) for administrations and persons.
Expected Results
The processes of authorisation of administrations (rights are granted by service providers) and authorisation of persons are separated (granted by service consumers). Tools and guidelines are prepared.
