TOOP launched as second Horizon 2020 project on once-only principle
A second project funded by Horizon 2020 and dealing with the once-only principle was successfully launched: The Once Only Principle Project (TOOP) undertook its kick-off meeting in Tallinn, Estonia from 25 to 27 January 2017. Funded under the same Horizon 2020 call as SCOOP4C, TOOP is an Innovation Action (IA) implemented by a consortium consisting of 51 organizations from 19 different EU Member States and 2 Associated Countries with a budget in excess of 8 Mio. EUR.
While SCOOP4C focusses on once-only principle (OOP) cases and best-practices for citizens, and aims to create a stakeholder community of practitioners, researchers, and the interested public, TOOP focusses on OOP applications for business. Thus, TOOP stands in the traditions of the Large Scale Pilots funded by CEF Digital, such as the e-SENS, STORK, or PEPPOL projects. TOOP aims to:
[…] explore and demonstrate the “once-only” principle through multiple sustainable pilots, using a federated architecture on a cross-border collaborative pan-European scale in order to identify drivers and barriers and to provide a basis for future implementations and wider use. Three pilots are implemented: (1) Cross-border e-Services for Business Mobility, (2) Updating Connected Company Data and (3) Online Ship and Crew Certificates. TOOP has the ambition to connect 59 information systems from 21 countries.
By focusing on three clearly defined and delineated OOP use cases, TOOP will explore the organizational, technological, and legal requirements as well as possible barriers to implementing the OOP across borders. In doing so, TOOP is promoting cross-border cooperation between public administrations and offering better control and more transparency when managing key business operations across borders. Moreover, the project will:
[…] ensure that information is supplied to public administrations only once regardless of the company's country of origin therefore eliminating unnecessary burdens for European businesses who are asked to repeatedly present the same data and documents. […] This calls for a generic and scalable solution to interconnect different systems. Building bridges between data consumer applications and data sources such as Business Registries, without interfering with existing national infrastructures requires an innovative federated architecture on a cross-border, collaborative, pan-European scale.
Since both, SCOOP4C and TOOP have important dissemination and result exploitation components, the projects will explore possibilities for collaboration throughout the projects’ duration. This is exemplified, among other things, by the participation of the TOOP Project Leader, Prof. Dr. Robert Krimmer, in the Steering Board of SCOOP4C.
