The Dutch government has designed a number of registries in which it believes it is possible to store all vital information about citizens, companies and institutions in a centralised manner.
Short summary
Due to the increasing number of government organisations in Netherlands and demand of handling business wherever and whenever from people, government decide to digitalise their services. Moreover, by designing Base Registry, government allows organization to share and reuse their information.

It has designed a number of registries in which it believes it is possible to store all vital information about citizens, companies and institutions in a centralised manner. Those responsible for the system assume that these so-called "authentic data" will be of such a high quality that the public authorities will be able to use them in their work without any further investigation. One of the most important concepts behind this idea is the mandatory feedback. If a customer of data from a key register has doubts about the reliability of the data, it may deviate from this rule, provided that these doubts, regarding the reliability of the data, have been reported back to the source owner of the data. The data will be annotated and the source will then investigate. In this way, a self-cleaning system is created.

This has a variety of benefits including reduction of administration burden for citizen as they do not need to provide information that earlier has provided for government.

In the coalition agreement of the Rutte II government, the ambition which has been set out is that businesses and citizens will be able to interact with governments in a digital way by 2017. This ambition has been elaborated in the Digital government 2017 vision paper, which was presented to the House of Representatives in May 2013. With this new ambition, the government aims at improving digital government information and services, further reducing administrative burdens for citizens, and generating more efficiency.

The revised legislation containing rules on the re-use of public sector information was adopted on 24 June 2015.

The Personal Data Protection Act was adopted by the Dutch Parliament in July 2000 and came into force on 1 September 2001. It sets the rules for recording and using personal data, and furthermore implements the EU data protection legislation. The Act is overseen and enforced by the Data Protection Authority (DPA).
Socio-cultural influence factors
The government can operate more efficiently and improve quality of services that government organizations such as public health service or fire stations deliver.
Citizens and businesses do not need to provide information that earlier has provided for government. So, less administrative burden.
It has wide range of positive effect on society in term of safety and security, health, innovation and, convenience. Base Registries pooling all information about individuals, companies and geography in one storage.

The common information services and standards enable secure and efficient data exchange between the base registries.
Digipoort
Through Digipoort, the electronic post office for businesses, government organizations and businesses can quickly and efficiently exchange structured digital information. Every business that is connected can exchange digital information with the government.
Diginetwerk
Diginetwerk connects (existing) physical government organization networks to one another.
This results in a single closed virtual government network.
Lessons learned
Distribution of information among different government organizations could lead to decrease administrative burden for both citizens and companies and improve the quality and efficiency of public services.
